Small businesses struggling to win ARRA contracts?

According to a story in the May 21st edition of Government Executive , federal agencies had awarded small businesses only about 10% of Recovery Act funds, totalling about $389 million.  In part this may be because agencies are also struggling -to issue stimulus contracts quickly, thus relying on existing contractors and contracting agreements. 

However the Small Business Adminstration apparently sees some progress.  They reported to Congress that as of April 15 small businesses had won 1.8% of all stimulus awards.  That had grown to 6.3% by May 5th, and to 10.3% by the 21st.  They’d like to see that grow, of course, as would some members of Congress.   The Office of Management and Budget is also strongly encouraging agencies to take advantage of small business contracting programs.

Where can small business owners find information?  In addition to the main Recovery Act website, individual State Recovery Act sites, and Recovery Act links from each federal agency’s website,  information about ARRA subcontracting opportunities can be found via the SBA’s new website.
